Each criterion is checked separately.
Company criteria are checked against the company’s website, its LinkedIn page and company data. Person criteria are checked against the person’s own profile and work history, never against their employer’s website.
Needs data means more than half of the criteria you starred couldn’t be checked: the website couldn’t be read, there’s no website or LinkedIn company page, or the profile doesn’t say. It’s kept apart from Low fit, so a thin profile isn’t mistaken for a bad one. Add the company’s website or enrich the company, then score it again.
Search with the same ICP.
Not only score.
An ICP also becomes Sales Navigator filters for a company or people search. Preview the first 25 results and check their fit for free, then capture them into a list that’s scored when the capture is done.

Charged once per person on a lead list, or per company on a company list. Results are stored, so the same company or person is never checked twice for the same criterion.
