When a mail server accepts every address you send — including completely invented ones — there is no way to determine from the server response alone whether a specific mailbox exists. Standard verification reads that response and stops. Every address on that domain gets labelled unknown, including real ones belonging to real people you want to reach. Thirty to forty percent of B2B domains behave this way, so writing off catch-all results means writing off a significant part of every B2B list.
